Retarded School Children in Madison, Wisconsin

It is usually conceded by educators that when a child is three years behind his grade without good reason, there is something seriously wrong. It is obvious, however, that there are many children several years behind their grades with good reason and who are not in the least dull and backward. There are doubtless people in this country with brilliant minds who cannot pass the second grade, because they never had the chance to go to school. It would be 1 Mitchell, David.
